Summary

This report reflects the findings of one of the research projects funded by the British Academy under its Where We Live Next programme. It contributes to a series of Policy Insight Case Studies drawing on SHAPE insights to provide practical illustrations of cross-cutting themes and principles for place-sensitive policymaking. The report contents are the sole responsibility of the authors.

It explores Participatory Policy Development as a tool through which a fair and just transition to net zero can be achieved. Through a series of workshops in Luton, Hartlepool and Newcastle, the policies which could enable person-centred, place-sensitive policymaking are explored.
