Overview

Hartmann responds to growing security concerns about the sabotage of critical transnational infrastructure, namely undersea pipelines and cables. He argues that we can improve international accountability and enforcement through creative interpretation and application of existing piracy definitions under the United Nations Convention on the Law of the Sea (UNCLOS).
