Summary

This research looks at how local authority-led, city-wide digital inclusion programmes can contribute towards addressing digital inequalities and how their impacts can be measured. It proposes a Theory of Change (ToC) that can be referred to by future city-wide digital inclusion programmes and was co-produced with two existing programmes in the cities of Leeds and Coventry.
